UN VOLUNTEER DESCRIPTION OF ASSIGNMENT

Preamble:

The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.
In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.
In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.

8. Brief Project Description:

Partners for Prevention (P4P) is a UNDP, UNFPA, UN Women and UNV Asia-Pacific regional joint programme for the prevention of violence against women and girls (VAWG). The joint programme brings together the combined strengths of UNDP, UNFPA, UN Women and UNV – and a wide array of close partners – in a concerted effort to prevent and reduce the prevalence of violence against women and girls in the region. P4P Phase I was implemented 2008-2013. P4P Phase II will be implemented 2014-2017, focusing on using the evidence and data generated from Phase I to enhance and implement prevention interventions and policy advocacy in selected sites across the Asia-Pacific region.

P4P is supporting prevention interventions in Viet Nam which respond to the findings of P4P’s groundbreaking research UN Multi-country Study on Men and Violence in Asia and the Pacific.

Under the Regional Ending Violence against Women (EVAW) programme, UN Women Viet Nam is supporting a violence prevention initiative in Da Nang province. The intervention aims to build community awareness around VAWG and to encourage community action to address and eliminate violence. To complement the existing school and parent interventions in Da Nang, P4P, UN Women and UNV will support a male advocacy intervention which will recruit male volunteers from the communities to participate in a year-long programme designed to transform masculinities and prevent VAWG and lead various events and activities focused on primary prevention of VAWG. The intervention aims to cultivate activist volunteerism among men within a multi-faceted approach to VAWG prevention in a community. The lessons learned from the male advocacy intervention in Da Nang is expected to be used by UNFPA Viet Nam in the prevention Programme that it is designing that targets adolescents, as well as their teachers, coaches, mentors and parents, to transform social norms by promoting gender-equitable attitudes and alternative non-violent masculinities.

10. Organizational Context:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, peace and security. The goal of UN Women’s presence in Viet Nam is to support national partners to implement their commitments and priorities for advancing gender equality and women’s empowerment. UN Women Viet Nam provides critical support to a range of areas, including engaging men and boys in ending violence against women.

The National Coordination Officer will be also supported by the P4P regional team based in Bangkok, which is led by the Programme Manager. The regional team consists of programme specialists and UN advisors based in Bangkok. P4P also aims to work with a diverse set of government, academic and civil society organizations in the region and globally.

12. Description of tasks:

The National Coordination Officer (NCO) will act as the P4P focal point for the activities being undertaken in Viet Nam. The primary task will be to support Da Nang Women Union with coordination and successful implementation of the intervention of the VAWG prevention intervention at the provincial -level. The incumbent will liaise with relevant national partners from UN, Da Nang Women’s Union, civil society, including universities and academia, and government to establish and foster partnerships, capacity and build ownership around the intervention, with technical support from UN Women Viet Nam, UNV Viet Nam and P4P. The incumbent will also support efforts to foster volunteerism for the prevention of VAWG and transformation of harmful social norms.

The aim of the position is to ensure the smooth and timely implementation of an evidence-based prevention intervention in Viet Nam with strong cooperation and collaboration among the relevant partners. The learning from this national-level intervention will inform the discourse on effective approaches for violence prevention interventions in Asia and the Pacific.

The NCO will be under the supervision of UN Women’s programme officer and DNWU’s vice president coordinating the project on a daily basis. S/He will also report to P4P Programme Manager on a quarterly basis.

1. Management and oversight of intervention implementation
Manage the timely and successful implementation of evidence-based VAWG (Violence against Women & Girls) prevention intervention in Da Nang .
Coordinate the establishment of a working group (NWG) or similar coordination mechanism including government, UN, civil society and other programme partners, and facilitate regular meetings with this group. Liaise with other relevant working groups and networks present in Da Nang addressing VAWG. Coordination mechanism in Da Nang should include Vietnam Volunteer Center, Women’s Union, Department of Education and Training, and People Committee.
In collaboration with UN Women, UNV and P4P Joint Programme Team, develop and/or refine a selected evidence- and research-based prevention intervention implementation plan, including a rigorous M&E framework, for the intervention.
With technical support from UN Women and the P4P Joint Programme Team, coordinate and monitor the implementation of selected prevention interventions and support capacity development activities to enhance implementation.
With technical support from UN Women and P4P Joint Programme Team and in collaboration with Da Nang Women’s Union monitor the implementation of a rigorous and ethical M&E research framework.
Support the development and dissemination of knowledge products based on learning from the implementation and M&E of the selected intervention.
Liaise with and report to P4P through UN Women Viet Nam as the Vietnam focal point for the implementation of prevention interventions and M&E research in Vietnam.

2. Capacity development and coordination
Coordinate and liaise with various stakeholders – including and beyond local Working Group members – to keep them informed of and involved in the process of intervention implementation.
With selected national partners, attend regional Community of Practice meetings and share learning from national-level implementation and M&E research.
Support the dissemination of learning and/or research results at local level, particularly aimed at promoting policy and programmatic enhancements for VAWG prevention.
Support capacity development activities through formalized partnerships and capacity development plans based on capacity needs assessments with select partners.

3. Promotion of volunteerism and support
Strengthen and expand existing networks or contribute to shaping new coalitions related to volunteerism, and work with the networks to strengthen capacity in terms of volunteerism advocacy and to collect evidence about volunteerism’s contribution to VAWG through regular meetings, knowledge management and creating opportunities for exchanges.
Plan and Implement capacity building activities on nurturing volunteerism and volunteer management.
Capture, document and distribute lessons learnt and good practices on the contribution of volunteerism to prevent VAWG.
Produce knowledge products on the contribution of volunteerism to VAWG.
Strengthen knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications, and taking part in UNV activities (for instance in events that mark International Volunteer Day).
Become acquainted with and build on traditional and/or local forms of volunteerism in the host country.
Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities.
Contribute articles/write-ups on field experiences and submitting them for UNV publications/websites, newsletters, press releases, etc.
Promote or advise local groups in the use of online volunteering, or encouraging relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Education:
University degree in gender and development or a related field such as sociology, social work, public health, international development with substantial experience in gender and violence prevention.

Experience:
At least 3 years of relevant experience on programme development and/or policy advocacy in the field of public health, gender and/or violence prevention.
Experience in capacity development or training an asset.
Proven project coordination experience.
Experience working on gender issues (particularly VAWG)
Expertise in coordination across a wide-range of partners an asset.
Previous experience with the United Nations would be an asset.

Language Requirements:
Excellent communication skills in oral and writing English


14. Living Conditions:

The UN Volunteer will live in Da Nang which has most of the economic and social amenities at a reasonable cost. Depending on living arrangements, housing can be expensive. Security is good. Da Nang has a humid, tropical climate and monsoons. Summers, between May and September, are very hot with plenty of rain, while winters, from November to March, are cold and relatively dry.

15. Conditions of Service

A 12-month contract; monthly volunteer living allowance (VLA) intended to cover housing, basic needs and utilities, equivalent to 10,029,815VND, Settling-in-grant (if applicable), life, health and permanent disability insurance, moving cost (if applicable) and resettlement allowance for satisfactory service.
